Job/Research Summary
The Laboratory intends to bring an increasingly high level of discipline to its business growth approach and proposal development process, that is more professional, focused, consistent, and supported. In response, the purpose of this position is to manage/track overall laboratory new business opportunities, support both centralized and distributed Laboratory growth planning and management, and provide a corporate lead for proposal development activities.

Job Duties
Lead for developing and supporting lab-wide growth development processes and tools.
Lead for Laboratory proposal quality and consistency and providing appropriate proposal development assistance, working collaboratively with the NREL business development leads
Work cooperatively and collaboratively with the laboratory Center Directors, Center partnering points of contact, and the Partnership Leads in the Commercialization and Deployment business unit.
Contributor to the Laboratory’s proposal interface with the DOE Golden Office.
Provide overall structure and coordination proposal development activities, including support to specific proposal activities, assistance in forming proposal/worker teams, and implementation of a common set of documentation/information common to many proposal submission activities.
Support for developing and implementing a process to seek feedback from business development customers (post project implementation) to help assure a coordinated approach to common Laboratory customers and capture and incorporate lessons learned (process feedback element) into business development activities.

Responsible to Deputy Laboratory Director S&T for the performance of the following activities:

Provide the communications interface with Laboratory staff for opportunities, growth, and proposal guidance as developed by Executive Management.
Track, monitor and report on Laboratory business development activities including specific reports on the established goals and metrics.
Develop and implement a central repository of customer information and previous proposal activity.
Be the sponsor and content owner of software and database tools used in business development and proposal development processes
Assurance that quality proposals are submitted on time
Facilitate and support the Laboratory strategic planning and funding decision making process as a part of the Annual Planning process including the Laboratory business development level decision making process.

Requirements
Minimum Qualifications
Master’s degree or equivalent experience in the following or related areas business, technical with business dimension, public administration or other related fields or equivalent relevant experience, plus a minimum ten years experience specifically including 1) a business development and proposal preparation background; 2) a familiarity with the Federal government and Laboratory administrative/business practices; and 3) a high level of interpersonal skills including a collaborative work style. Highly desired experience includes 1) a familiarity with overall Laboratory basic science, research and development, technology and commercialization issues and market activities and opportunities and 2) a background and knowledge of renewable energy technologies, markets and policies. This position requires the ability to collaboratively develop and manage a Laboratory level data base for 1) tracking, monitoring and reporting on business development activities and 2) providing a Laboratory clearinghouse for shared information on customer business development activities.
